Office of Documents and Administrative Issuances
The Office of Documents and Administrative Issuances (ODAI) prepares, edits, prints, and publicly distributes the District of Columbia Statutes-at-Large, the District of Columbia Register (DCR), the District of Columbia Municipal Regulations (DCMR), and other legal publications of the District of Columbia, in accordance with the requirements of the District of Columbia Documents Act of 1978, DC Law 2-319, codified at DC Code §§ 1611 et seq.
The Office of Documents and Administrative Issuances also distributes, tracks, maintains, and preserves all executive orders, directives, and administrative issuances.
District of Columbia Documents
- The District of Columbia Municipal Regulations (DCMR) is a compilation of the rules and regulations issued by District agencies and the Council of the District of Columbia. The DCMR is separated into 31 titles.
- The District of Columbia Register (DCR) is a weekly publication about the activities and operations of the District's government. The Register includes:
- Council of the District of Columbia laws, acts, and resolutions
- Notices of the Council of the District of Columbia
- Notices of emergency, proposed, and final regulations
- Notices of public hearings
- Documents of general public interest
- The Office of Documents and Administrative Issuances provides other publications in hard copy. Click on Document Orders to order the following items:
- Mayor's Orders -- major policies and actions that have general and significant applicability and legal effect, issued with the authority of the Mayor, including Mayoral appointments, delegations of authority, and other decisions that apply to every agency and department
- Mayor's Memoranda -- provide agencies and employees with one-time instructions regarding general management, administrative policy, and other pertinent subjects
- Mayor's Administrative Instructions -- prescribe administrative policy and procedures that generally affect agencies and employees on a continual basis
- Administrative Procedure Manual -- explains procedural requirements that government agencies must follow to change or define official policy (The most recent edition of the Administrative Procedure Manual was published in 1991 and costs $10.)


Deadlines for Submission of Documents for Publication
All documents that require review or approval, such as rulemaking notices, must be submitted to the Office of Documents and Administrative issuances by 12 noon on Thursday of the week preceding publication. All other documents must be submitted by 12 noon on the Friday of the week preceding publication. Documents filed for publication in an issue of the Register that is scheduled to be published on the Friday of a week that contains an official District government holiday must be submitted one day earlier than the regular deadline.
